The police have released the latest details of burglary and car related crimes.
Burglaries occurred in Warrington Road, Chatsworth Road, Fairlee Avenue, St James Road, Elton Avenue and Wensleydale Avenue.

A car was stolen from Victoria Street.

Cars were broken into in Warrington Road, Old Lane, Rainhill Road, Station Street, Railton Avenue and Alness Drive.

Please note that crime numbers are down year on year in Rainhill and police are working hard to reduce local crime rates further.

CASH MACHINE STILL AWAITS NEW HOME

The cash machine presently situated in Ann's newsagents within Dane Court has been extensively used by local shoppers during the last few months. Two attempted robberies have been totally foiled but have given Ann many problems and worries.

After the latest attempt we were informed that Ann was still fully behind supporting this vital service for the local people and we commend her for this.

The old HSBC unit is currently available for lease after earlier plans fell through. If a new leaseholder agrees to move the cash machine back to it's original site, it will be welcomed by all.

RAINHILL STATION RENOVATION

Network Rail has finally applied to St Helens Council Planning Department for permission to renovate our historic Rainhill Station. The work will involve many replacement parts including parts of the canopy, the roof, the entrance steps and the retaining walls.

Much of the work has involved ordering specially made parts to the exact specifications of the original parts wherever possible, and have been agreed at every step of the process with the Conservation Officer.

Local residents and commuters have sometimes wondered if ever the work would get started - hopefully the work will commence without any further delays.

UNTIDY LAND by RAINHILL STATION

With all the proposed improvements to the historic Rainhill Railway Station, and the probable move of the Railway Museum within the next 12 months, the station aspect is spoilt by this stretch of untidy land by the platform close to the bus stop.

We have had a land search completed to identify the owners of this land and have requested an enforcement order to clear all the bottles, cans and associated litter, and make the site much more presentable.

New Neighbourhood Inspector for Rainhill

Debra Rayment, the new Dedicated Neighbourhood Inspector, briefly called into the latest Ward Committee to introduce herself. She succeeds Tim Kelly who has held the post for the last 15 months.

Debbie, as she likes to be called, said she was looking forward to working with local residents with a view to making a positive impact within the local community.

She has been made aware that the three priority "targets" most important to local residents as decided at the last Police Forum were:

1. High profile police presence in the Martin Close area to combat any antisocial behaviour.

2. Discouraging illegal car parking outside schools at opening and closing times.

3. Maintaining regular checks of local shops at closing times, especially those selling alcohol.

CONTROVERSIAL PLANNING APPLICATION REJECTED

A planning application which would have seen the demolition of a large Victorian house replaced by 3 smaller houses has been rejected by St Helens Planning Department.

"Turris Heah" is sited at the head of St James Mount in the centre of Rainhill. Local residents were strongly opposed to the development and a large number of objections were submitted to Planning Department outlining their reasons against the application.

Cllr Steve Glover said, "This application was one of several over the last couple of years which has attempted to replace one large house with 3, 4 and even 5 new dwellings".

"An interim planning policy was introduced in 2005 in an attempt to halt this type of "infill" development but was never renewed. We have constantly requested that a new policy be introduced and one has finally been put out to consultation".

RAILWAY MUSEUM ON THE MOVE

The railway coach that has served as the site for our railway museum is to retire very soon. Much needed repairs to the carriage do not make economic sense and the ability to provide disabled access cannot be addressed properly.

Work has been going on in the background for the last couple of years to find an alternative site. A consultation exercise has now been completed with Rainhill Railway and Heritage Society, Rainhill Civic Society and Rainhill Parish Council along with the Ward Councillors.

The obvious site for the museum, an unused section of the railway station building, has been fully investigated and looks ideal. Network Rail have been negociating with St Helens Council and funding streams have been explored.

A cafe bar, run alongside the exhibition with the owners taking responsibility for the museum security, appears to be a very high risk option. A "Real Ale" bar appears a much more business like option. This would link alongside several other real ale bars on the Transpennine Real Ale Trail from Liverpool into Yorkshire.

LOCAL RESIDENTS HIT BY LATEST SCAM

A Rainhill resident has been a victim of the latest telephone scam and has asked me to warn other residents. A "missed call" on his mobile prompted a return call to a 076 phone number - which was mistakenly thought to be a mobile connection. It was in fact a premium rate number...!!!

Parish Chairman visits Rainhill Childrens Centre

Parish Chairman John Kelly was recently invited to attend the Children's Centre at Deepdale Drive to check out the facility. He was greeted with a large number of local kids who were busy with block building and pastry making amongst many other activities.

The Centre, along with one in Eccleston, is a satellite of the Happy Elephant Sure Start Centre based in Thatto Heath.

HELPING TO STOP SPEEDSTERS

Three VAS (Vehicle Activated Signs) are now in place along Warrington Road. Their positions are: Close to the Stoops Garage coming into the village; Close to Whiston Hospital coming into the village; and before the High School on the outbound stretch of roadway. We have requested the police to also maintain their mobile speed cameras operations on the Warrington Road.

The possibility of a further VAS for Rainhill Road was investigated but no suitable location was available.

Another Grade II listing in Rainhill

A little known tunnel under the Liverpool to Manchester railway has been given the listing for its' architecture.

Built in the late 1820's, the 104ft long tunnel goes under the earliest locomotive passenger line in the world. It was built to accommodate a tramway which linked Sutton Colliery with a weighing machine and coal stockpile on the Liverpool to Warrington turnpike road.

Bourne's Tunnel as it is known, has a mysterious background. Nobody is quite sure who designed the tunnel, or indeed who was responsible for its' finely engineered construction.

BURNS UNITS SAVED....!!!!!!

Following a tremendous campaign from the people of Merseyside, assisted by local MP's, and the work of the special Scrutiny Panel lead by Labour Leader Marie Rimmer, controversial plans to downgrade the units have been ditched.

MP Shaun Woodward added his support, "It was clear that there was no business case for a North West Supra Centre. The Strategic Health Authority have made the right decision to rule out the downgrading of the Burns unit at Whiston Hospital."

When the new Whiston Hospital opens next year as part of a £300 million investment in health care service in St Helens, it will have one of the most advanced Burns Units in the country.

At the recent Full Council Meeting of St Helens Council we asked the Labour Group on behalf of Rainhill residents to move a motion which strongly objects to the relocation of the regional burns unit to Manchester.

THIS WAS DULY PUT TO COUNCIL

The Labour Group also requested that a Scrutiny Panel be especially set up to include Halton and Knowsley to review any decisions which result in the adoption of the recommendation to locate the Unit away from Whiston Hospital.

Liza Williams of the Liverpool Daily Post wrote on August 27th :

"A CRUCIAL meeting to decide the fate of Merseyside burns care has been postponed until after Christmas.

Anger by campaigners and MPs over creating a burns “supra” centre in Manchester has forced health chiefs to delay a decision on the matter.

It is thought the community backlash against the recommendation, and a scrutiny panel put together by local councils, has prompted the delay of the meeting."

VILLAGE CASH MACHINE UPDATE

Today Thursday 27th August, I met with an employee of Bank Machine PLC (who intend to install the machine) and local businesses to assess progress.

Representatives of Bank Machine have been in the village 2 days last week and further visits are planned for next week. Several sites are being considered as well as the original HSBC bank position. These include several shops in the Danes Court Precinct.

Bank Machines PLC have again gave a commitment to install their machine as soon as possible, hopefully within the next 6 - 8 weeks.

PEDESTRIAN SAFETY ON THE BRIDGE

Most local shoppers will have seen vehicles mounting the pavement at the junction of Rainhill Road with Warrington Road. Indeed the pavement was badly broken up recently probably caused by a heavy goods vehicle. We have had the pavement repaired and installed these posts which are supposed to stop any attempt to mount the pavement to get past standing traffic trying to turn right at the lights. Several residents have reported near-misses here, one included a mother and pram with baby inside.

Hopefully this deterrent will improve safety around the village centre. Further suggestions to improve safety are always welcome..!!

Rainhill Village is to get back its Shopping Centre ATM

Your LABOUR councillors have been negotiating for the new provision with leading cash machine installer BANK MACHINE. During a recent site visit from the company, which involved discussions with local businesses, OUR recommendation to install a FREE cash machine was accepted.

The exact site of the facility is still being investigated and several options are available. Inside Rainhill Post Office was not considered as 24hr cash withdrawal facility was needed.

A cheque for £4150 was presented to Willowbrook hospice last Friday from the Rainhill Gala 09 Committee. Cllrs STEVE GLOVER and BARRIE GRUNEWALD attended the evening which was very enjoyable - a great atmosphere. It was very well attended and the live music provided really was superb.

Nichola Saunders, representing the Hospice, kindly wrote to the organisers, of which the Parish Council are members, thanking the team and the Rainhill residents in general for their support.

Nichola said, "The monies raised will go towards the new Outpatients Department Extension and re-designing the surrounding gardens".

£100 MILLION TO ELECTRIFY OUR LINE

The Labour Government has recently announced new plans to electrify the Liverpool to Manchester rail line which has been met with general approval from people I have spoken to. "Long overdue" has been a typical response from rail users.

The journey from Liverpool to Manchester will be reduced to about 30/35 minutes duration. Speeds will increase from 75 mph to 90mph and the 4 coach trains will be air conditioned.

But will Rainhill residents gain anything? Will the high speed trains stop at our station? The current 2 coach trains are very overcrowded at peak times - will all services be 4 coach electrified?

Rainhill residents have been warned by the local police that there has been a spate of car number plates thefts in the area.

Because of the difficulty of obtaining new plates through the usual outlets (you now have to carry vehicle documents), a growing number of vehicle plates are being stolen and consequently put onto vehicles that are used for various crime activities.

Plates that have been glued onto the car are easy pickings, and ones which are held on with two small nuts and bolts are similarly at risk. There are grubbit screws available which will foil the thief and the police recommend that these be fitted.

Please phone the police if your number plates have been stolen 0151 709 6010 (ask for St Helens) - you may well help to foil a illegal activity.

PEDESTRIANS CROSSING signs up AT LAST

Many local residents will remember the tragic death in February 2008 of an elderly woman who was attempting to cross the St Helens Linkway in Rainhill. On a bright dry wintery afternoon, 77 year old Kath Price from Cronton was enjoying a leisurely walk with her partner, Jim Gillespie from Rainhill. They were walking back towards Jim's home and had to cross the busy Linkway at Chapel Lane.

Kath was not too good on her feet, so both were aware of the time needed for them to cross safely. Tragically, on this day, Kath became another fatality. A vehicle collided with Kath and she had no chance. This duel carriageway is an extremely fast road and traffic can build up to a high speed at this crossing point which is about half a mile further on from Micklehead roundabout.

We can't do anything for Kath, but Jim wanted us to stop another similar accident. Finally we have the warning signs close to this dangerous crossing spot.

UPGRADED ROAD LIGHTING FOR WARRINGTON ROAD

Phase 3 of the street lighting scheme for Warrington Road is due to start shortly. New high intensity lighting will be installed from School Lane (St Barts School) to the Junction 7 of the M62.

Carmel Drive and St James Road are due to receive footpath repairs and a weatherproof seal in the next 6 weeks.

Some carriageway resurfacing is alo to be undertaken shortly in Rainhill Road, Elmswood Avenue, Ellon Avenue, Ashley Close, Lowther Drive, Toftwood Avenue, Palmwood Avenue and Norcliffe Road.

HOLT LANE - RESIDENT PARKING AT LAST

Your three Labour councillors have received numerous complaints over the past 2/3 years about inconsiderate parking in Holt Lane, many times blocking in residents by parking across the driveways.

Because Holt Lane carriageway is the responsibility of Knowsley MBC we have had a prolonged fight to get them to act. Some residents thought they would never do anything, but we never gave up the pressure. Earlier this year, the promised resident only parking provision was put in place.

Remember the last harsh winter when the country nearly ran out of rock salt..!! We noticed that Holt lane did not get gritted. THIS IS A DISGRACE - it's a major arterial road and used by buses.

We have pressed Knowlsey MBC to include Holt Lane in their gritting rounds and they have promised to review our request.

ELLABY ROAD ALLEYGATE - NOT YET

Although the planned work was set to complete last weekend, no work has been started yet...!!!

One resident will remember complaining to Cllr DeAsha that their bin had been set on fire. After a home visit, Cllr DeAsha requested that an alleygate be installed here to stop further vandalism. That was about THREE YEARS AGO.

Even after all this time the proposed installation has been delayed. A further request for an alleygate in Longtons Lane, again over 3 years ago, still has not been actioned.

Rainhill appears to be bottom of the list with this Lib Dem / Tory council.

UPDATE ON RAINHILL STATION

Your three councillors recently requested an urgent update on the station since work appeared to be progressing at a snail's pace. We have met with two representatives of Network Rail who gave a presentation on the work being carried out.

All work is being carried out with agreement from St Helens Council Conservation Officer. The station is a Grade II listed building and all work needs to be sympathetic to the original structure.

Picture 1 (below) illustrates the poor condition of the steps approaching the platform. These will be replaced with new steps made from the same material as it replaces.

The following picture illustrates the poor condition of the retaining wall to the right of the steps. This is also badly bowed so will need to be rebuilt, new stones (where needed) will be cut to shape and blended into the wall.

The canopy and the roof will be carefully removed, timbers inspected for rot and will be replaced where necessary on a like for like basis. Roof will be re-covered using the original slates and also reclaimed slates if necessary.

Existing boxed gutterings and ornate medillions will be taken down and again inspected and replaced again on a like for like basis. All the cast iron columns and gallows brackets will be thoroughly cleaned and repainted. Timber soffits and facias again inspected and replaced where necessary.

Because of the complexity of the refurbishment (specially made replacements, etc) and the ongoing discussions regarding protecting the Grade II listing, work will start in early 2010 and should be completed within 4-6 months.

We have requested that Network Rail display "Improvement Plans" on the station platform so that passengers and rail enthusiasts will be up to speed on the works.

These football fields have long suffered by poor drainage and were very difficult to play in poor weather.

Through the Ward Committee, we have negotiated a three-way partnership of funding to rectify the problem. With monies from St Helens Council and Rainhill Parish council, together with Ward Committee funding, the work should be completed in the near future.

We have also agreed to repaint the kiddie's play area and replace a burnt-out litter bin.

POLICE MEETING

At the recent Neighbourhood Priority meeting, which councillors Steve Glover, Joe DeAsha and Barrie Grunewald all attended, residents complaints were noted and local policing feedback was provided:

A local youth, who has been responsible for lots of graffiti in the ward, has been arrested.

High visibility foot patrols in troublesome areas has reduced the numbers of calls by local residents.

Speed watch campaigns have continued in the ward.

A male, who drove a vehicle across Rainhill Cricket Ground was arrested and charged.

A scrambler bike and a quad bike have been seen in the Martin Close area and the police are keen to find out who the culprits are.

New Planters in Houghton street

Rainhill Parish Council have again been able to keep their precept at its current level and maintain an effective parish council for the benefit of local residents. The Labour controlled Parish Council have also recently been successful in renewing their Charter Mark which rubber stamps our effectiveness and level of service to the community.

Current chairman Steve Glover added, " We were the first Parish Council in the country to achieve this presigious award and we are very proud of that record".

"Regarding our precept, we have again been able to freeze the level through prudent use of our resources. We felt it was vital in the current climate not to burden any Rainhill residents with added charges".

ANOTHER PHONE MAST APPLICATION - ANOTHER FIGHT...!!!

Numerous angry residents have been in touch over the latest attempt to install a mobile phone mast on their doorsteps.

This time Vodaphone want a mast on the Shell Garage site on Warrington Road less than 10 metres from the pedestrian walkway and 20 metres from the nearest dwelling.

We are currently working with local residents to amass a deluge of written objections to St Helens Planning Department.

Your councillors and the Parish Council have already submitted objections and this planning application attempt must be thwarted at all costs.

Barrie Grunewald wins By-Election

Barrie Grunewald (Labour) was successful in his campaign for the Rainhill Ward with 1562 votes. The seat was left vacant following the death of former Council Leader and close friend Mike Doyle. Other candidates were:
Liberal Democrat 1059;
Conservative 512;
Green 80;
BNP 215.
Turn out was 38.15%

Barrie was also elected to serve on the Parish Council.

Warburton Hey Redevelopment

Since Helena held their first consultation sessions before Christmas on 2 and 4 December 2008, which many of you attended, they have been working with their architects and recently appointed development partner Bramall Construction to work up the concept design originally displayed for a new development. They say that In so doing they have tried to take on board as many of your comments as possible.

As promised Helena are now ready to carry out our Second Stage Consultation following which they will consider the variety of comments received from all interested parties and agencies, including tenants and members of the general public.

As before this second and final event will be held at Rainhill Labour Club on the following two dates:

The club will be open between 1pm and 7pm

During the event, you will be able to meet the Architects and other people involved, look at the detail proposals for the site including how the development will look, and floor plans for each dwelling type.

WEST WARD IMPROVEMENTS

We have done a full survey of this part of the ward, from Holt Lane to Chatsworth Road, and from Two Butt Lane to Stoney Lane.

Ward Committee money will help to clean up and improve the area. The picture shows the broken fence alongside the service road near the shops - WE WILL REPLACE THIS FENCE.

We have been asked for flower planters for the tops of the steel railings on the Warrington Road - WE HAVE ORDERED THEM.

We have requested more doggie bins and litter bins for the area - dog walkers tell us where they are best sited.

After the recent fiasco when most of Rainhill had no grit to safeguard both drivers and pedestrians, we have started the process of GRIT BINS WHERE THEY ARE NEEDED. We will need the cooperation of local residents if we site them close to properties. Again, tell us where they are most needed.

RAINHILL PEDESTRIANS NARROWLY AVOID OUT OF CONTROL CAR

This was the scene the morning after what could have been a serious car crash. All that was left were bits of plastic from car parts and one of the headlights. The vehicle had been speeding down Two Butt Lane and attempted to turn into Holt Lane. As you can see, it actually crashed into the corner of the bungalow, some 25 yards from the roadway. Pedestrians had been close by only minutes before...!!!

Knowsley MBC, who control that part of Two Butt Lane have already been requested to install speed reducing measures. Barrie Grunewald gave his commitment, "I will be contacting the Knowsley Council again and will also be lobbying the local councillors to ensure our voices are heard".

VICIOUS ATTACK AT BARGAIN BOOZE

Bargain Booze on the Warrington Road was the site of a vicious attack on a cash delivery guard recently. He was struck to the floor and relieved of a large amount of cash. The booby trapped case was quickly found close by with all the money intact. The police believe that the 2 men ran towards Longton Lane where it is likely they made their escape in a waiting vehicle.

Cllrs Joe DeAsha, myself Cllr Steve Glover and Barrie Grunewald immediately contacted senior officers within the Police and the Council to demand installation of CCTV to help eradicate both this type of crime and antisocial behaviour in the surrounding areas.

We have campaigned for CCTV for several years but this latest serious attack could have been much worse. We know that there were several witnesses to the attack and if someone had "stepped in", god knows what might have happened.

By-election set for March 12th

Following the tragic death of our friend and colleague Mike Doyle, the by-election has been called for March 12th.

Rainhill Labour Party unanimously selected Barrie Grunewald (pictured) to be the Labour candidate. Barrie lives in the village and works at present as Case Officer for the Rt Hon Shaun Woodward MP. He has wide knowledge of politics from parish affairs all the way up to helping our MP in his wide ranging list of duties and responsibilities. He will be an invaluble asset to Rainhill Village residents if he is successful in the by-election. We hope that you will show your support for the Rainhill Team and vote for Barrie.

CALLS FOR MORE GRIT BINS

Many local residents have had real problems with the treacherous side roads during the recent cold spell. We have requested costings for more bins and will pay for them from the Ward Committee budget.

A full survey of the village is needed to highlight the best sites for new bins - YOU CAN HELP..!! We will need to consider public footpath access problems for pedestrians. We will also need the consent of residents if we want to place a grit bin outside a property.

O2 APPEAL AGAINST COUNCIL DECISION

A recent application was made by O2 to install equiptment inside the chimney by Kendricks Fold. To do this the chimney would have to have been extended in height by four metres. Planning Committee rejected the application due to it's overbearing nature.

O2 have lodged their appeal which will now be decided by Her Majesty's Inspectorate.

Today I have been in contact with the St Helens Reporter and gave them a detailed explaination why this bank must not close, and what the residents of Rainhill and their councillors are prepared to do to get a positive outcome. An article should be included in this weeks edition.

SHOCK ANOUNCEMENT BY HSBC

Last week the HSBC sent letters to account holders of the Rainhill branch indicating the imminent closure of the Warrington Road site. Your local councillors have been inundated with emails and telephone calls from concerned residents.

WE ARE TOTALLY AGAINST THIS PLAN...!!!

We don't believe that the branch is losing money and that an appropriate reason for closure is because it has been targetted in the past by criminals...!!!

We have immediately contacted and got involved our MP Shaun Woodward and with our campaign team have set up an action plan to fight this. On the 17th January, during the Saturday morning, our campaign team canvassed the local shoppers. We were given 99.6% support for our fight to keep the branch open. We collected over 600 signatures to our petition and were approached by many concerned business and shop owners. Look out for our petitions in local shops and Community Areas - please sign up to the fight.

On Saturday we witnessed a never ending queue to obtain cash from the ATM at the bank, money being spent in the village over the weekend. Obviously this will close with the bank if it does in April 2009. There are no other facilities in the village.

We will be left without a bank where once there were 4...!!! The only cash machines in the village will be ones where residents will be charged. Inevitably, shops will suffer as shoppers go elsewhere where there are cash withdrawing facilities.

Yesterday the two Briars Hey applications P/2008/6017 and P/2008/6019 submitted by Raphael Healthcare were brought before the Planning Committee. A large delegation of local residents were present to submit their viewpoints.

In light of the potential strength of feeling towards these applications, the Planning Committee decided that a site visit, prior to any decision, was the correct way to proceed.

A DAY OF MANY MIXED EMOTIONS

Much has been said in the local press about Mike and the full life he enjoyed right up to the final days of his life. Joe and myself were so saddened by the loss but also felt so privileged to have worked and played alongside him. He touched many, in all walks of life.

Monday started well enough but the rains came and we all got wet - no matter. Hundreds of kids from Rainhill High lined the roadway and the entrance to the church, a very personal "Thank You" to their Chair of Governors. The church was jam packed, standing room only, and the service over-run by half an hour..!!

Father Phil gave a potted history of Mike, even telling the tale of when Mike had his leg amputated with only local anesthetic and a CD of Joe Longthorne to listen to. At the end of the CD Mike asked the surgeon to change the CD as it had finished, "Why?" said the surgeon, "I've finished as well".

Mike would want us to carry on regardless and that is what we shall do. He will continue to inspire us.

His wife Julia has been very positive throughout, she has a massive number of wonderful memories to recall.

Tackling Crime and Disorder in Rainhill

Congratulations must go to the Police and their partners for the initiatives that have seen drastic reduction of some crime in Rainhill.

In the last recorded statistics for Rainhill Total Recorded Crime was down 62% compared with last year - 118 cases compared to 316.

At the last Police Forum in November I reminded the police that the FEAR OF CRIME is still an issue with lots of local residents. I received promises that efforts would be forthcoming by the Rainhill Team to assure concerned individuals who still feel unsafe.

1829 STEAM TRAIN TRIALS REMEMBERED

The 3 Labour councillors of Rainhill have been working behind the scenes with St Helens Council and other interested parties, the Civic Society and the Rainhill Railway and Heritage Society, to promote the Rainhill Trials more effectively. We would all dearly love to see a purpose built museum alongside the station but that remains a long term aim.

We have negociated with St Helens Council for a dedicated website, a virtual museum, which will show the history of the trials. Funding has been secured, a project officer is in place and a specialist company are undertaking the development of the site.

The site will be interactive and surfers will be able to comment or give information that others may find fascinating. We are also interested in memorabilia you may have stored in your loft or around the house which we could include in the website.

WARBURTON HEY FLATS ARE NO MORE...!!!

Recent photographs show a fully cleared site where the flats stood for many years. Lots of residents have very fond memories of the early years when they were so desirable and modern. Convenient for all that the village had to offer, it's no wonder that so many residents enjoyed living in them.

In recent years they became run down and antisocial behavior was common. Some flats were drug dens and giro drop-off addresses and decent residents had just about enough.

HELENA HOUSING GIVING LOCAL RESIDENTS A SAY

The consultation process has begun with interested parties, especially local residents, on the first proposals for the new Warburton Hey development. Two sessions were arranged in Rainhill Labour Club where Helena and the architects gave out information and answered many questions. The design above is a "first impression" consisting of houses and apartments. There is no plan at present to include any bungalows or detached houses.

To be constructed in three phases, approximately 135 properties are envisiged. Many local residents who lived in the old flats are keen to return to the site, and based on what I have seen, I don't blame them...!!!

A second consultation will happen a little later but with funding in place, Helena are keen to start the build and are hoping to start the development in late summer / early autumn 2009.

Before that a full application will have to be submitted to St Helens Planning Dept and agreed to enable it to go ahead.

NEW SIGN COULD SAVE A SERIOUS ACCIDENT

Local residents in Two Butt Lane were concerned for the safety of the young children who were using the play equipment at the bottom of the lane. This was because there was a regular stream of cars going down the lane trying to access the golf club.

They were reversing at the bottom of the lane and needlessly endangering our local kids.

With Ward Committee money a quick and simple solution was at hand with the warning sign now at the entrance of the lane.

ANOTHER PHONE MAST APPLICATION - ANOTHER REFUSAL

O2 applied to St Helens Council to install several masts / dishes within the existing chimney of Rainhill Forge on the Warrington Road. But the application would have also seen the height of the chimney increase by 4 metres to house the equipment. Local residents were having none of it and wanted to contest the application.

With a little guidance from their local councillors, they amassed over 180 signatures of local residents to emphasise the strength of feeling against the proposals. In total about 200 seperate objections were lodged with planning department.

RAINHILL VILLAGE GETS ITS CHRISTMAS TREE

BY POPULAR DEMAND OF LOCAL RESIDENTS.

Rainhill Ward Committee have funding to spend on environmental improvements and residents have repeatedly requested that the village centre is brightened up over the festive season.

Last year we were refused a Christmas tree in the village but we didn’t want to give up and re-applied this year.

This time we were successful, but everything was only completed the day before the switch on and preparations were very hurried. A small but enthusiastic crowd sang a few carols and all the kids were handed a bag of sweets.

We will be looking at further ways to brighten up the village centre for next year.

WILLOWBROOK HOSPICE GETS OVER £3200

I have been asked by Willowbrook Hospice to pass on MANY HEARTFELT THANKS to the organisers of this years Rainhill Carnival. Well over £3200 was raised for the hospice and everyone had a fun filled day. The weather was kind and the sun only disappeared well after 5pm.

We thought it was always going to be worthwhile even though the council officers were suspicious that there would be a poor uptake and cost dear. The pilot scheme was a huge success and had to be rolled out across the borough.

We asked how much plastic had been collected in the first 2 months and was now being recycled? The reply was:

May 2008 = 42.92 tonnes

June 2008 = 54.72 tonnes

Total collected so far = 97.64 tonnes, which is equivalent to 1, 952, 800 plastic bottles!!

That's nearly 2 MILLION BOTTLES - Who Would Have Thought....!!!!

SAFETY ISSUES FOR PEDESTRIANS

Many local residents will remember the tragic death earlier this year of an elderly woman who was attempting to cross the St Helens Linkway in Rainhill. On a bright dry wintery afternoon last February, 77 year old Kath Price from Cronton was enjoying a leisurely walk with her partner, Jim Gillespie from Rainhill. They were walking back towards Jim's home and had to cross the busy Linkway at Chapel Lane.

Kath was not too good on her feet, so both were aware of the time needed for them to cross safely. Tragically, on this day, Kath became another fatality. A vehicle collided with Kath and she had no chance. This duel carriageway is an extremely fast road and traffic can build up to a high speed at this crossing point which is about half a mile further on from Micklehead roundabout.

We can't do anything for Kath, but Jim wants us to stop another similar accident. I, Cllr Glover, have done a traffic safety survey at that spot and can see the need for clear signage to alert motorists of possible dangers. It's a sweeping bend and also on a rise so visibility is somewhat hindered. I hope to report some action in the near future.

UPDATE - At the recent Ward Committee, your three councillors were unanimous in proposing "Pedestrians Crossing Ahead" road signs as part of a full Council Assessment of this accident blackspot.

20 mph at St Barts School

A concerned resident who has a child attending St Barts School has requested clarification of the position. There is a 20mph sign warning "school ahead" by the garage at the Stoops as motorists come into Rainhill but no such warning sign for motorists who are driving in the opposite direction towards Junction 7 of the M62.

20 MPH schemes are only advisory and motorists would not get warned or fined for being non adherent.

I have sought clarifiction myself from council officers and have been told that the speed of vehicles leaving the motorway and heading into Rainhill Village is more of an issue as opposed to the opposite direction. Additionally the footpath was of insufficient width to locate such a sign. Fortunately for the pupils of St Barts, your councillors were able to campaign for a pelican crossing at the location, which is in itself an indication to motorists to slow down and be more aware.

In Rainhill Village, the following areas were affected by car crime and burglary:-

Burglaries occurred in King Edward Road, View Road, Mill Lane, Warrington Road and Mooreway.

Cars were broken into in Station Street, Norlands Lane and St James Mount.

Cars were stolen from Warrington Road, Toftwood Gardens, Mill Lane and Garsdale Avenue.

Lynn Carberry, Neighbourhood Policing Coordinating Officer warns that sneak burglaries rise in the summer months. People forget to lock up and close all their windows. Burglars DO look for an easy target...!!!

Going on holiday...??? A relative should collect delivered mail. The Royal Mail's "Keepsafe" service will keep your mail for up to 2 months.
Cancel milk and newspaper deliveries.
Sounds daft but don't allow strangers to overhear you talking to friends about your holiday plans!!!
Finally trim the garden before departure and use automatic timer-switches to turn lights on when it goes dark.

New Application in for Briars Hey

Raphael Healthcare Ltd have recently submitted a new planning application for low and medium secure units at Briars Hey site. Today, 12th July, they arranged a meeting between themselves and interested parties to supply the full details of the application and to respond to questions.

Between 30 - 40 people attended including local residents and headteacher and governors of Tower College. The main outline reduction of the application can be best understood by comparing with the original planning application:-

2 x 8 bed Medium Secure Unit = 16 places (originally 20)
2 x 10 bed Low Secure Unit = 20 places (originally 40)
3 x 3 Rehabilitation Apartments = 9 places (originally 10)
No application for Supported Living places = 0 (originally 7)

130 staff, original application was 210 staff.
Separate ingress and egress for a one way system on site, originally 1 access only.

If the application was successful, Raphael Healthcare would instigate a 2 x 12 hour shift system that started at 7.45am and 7.45pm. There would be 44 persons working per shift and approximately 10 personnel working office hours.

Planning Applications are :- P/2008/0617 and P/2008/0619 which can be viewed on the St Helens Council website. If there are more than 6 objectors to the applications, it would go before the full Planning Committee in due course. (probably end of summer / early autumn)

We know that there were initial problems with temporary containers / storage bags being blown away, etc., but we need your input as to how we can further improve the PLASTIC RECYCLING.

After a hard campaign asking people to vote for the candidate who was best served to represent Rainhill people and Rainhill issues, Cllr Mike Doyle was successful in retaining his seat.

Following a TV interview (above), he said, "I owe my thanks to the people of Rainhill who listened and took note of my previous service for the local community. We didn't want to rubbish any other party, we just put our past record on the line".

Resident Parking Scheme gets the Permanent Green Light

You may have heard a rumour on your estate that the Residents Parking Scheme has come to an end and is not to be replaced. We, your Labour Councillors, can assure you that this is totally unfounded. The scheme has been extremely successful and in line, with our newsletter, is now to be made PERMANENT. There will be a short time lag whilst the legal procedure is put into place. We hope this allays any fears.

We can assure you of our continued support and are delighted it has been such a success.

NEW HOUSING DEVELOPMENT IN RAINHILL...???

Oak Tyres on the Warrington Road have decided they wish to expand their current business. To do this, they have decided, after assessing their current location, that another local larger site is needed. The above plan is a possible development of the Warrington Road site.

Local residents and councillors were invited last weekend to a public exhibition held on the premises, where relevant questions could be asked and answered. Mike Doyle sought assurances that the business was not expanding out of town, we wanted extra jobs to be sought locally. They gave that assurance.

The layout of the draft proposal is for 116 units over the 5 acre site. The breakdown was 64 Four Storey Apartments, 36 Two Storey Townhouses and 16 Detached Houses.

Oak Tyres intend to submit a planning application to St Helens Planning Department this month. Residents of Rainhill will then have a further opportunity to air their views.

BRIARS HEY APPLICATIONS WITHDRAWN

After much speculation and strong feelings, the two original applications by Raphael Healthcare, P/2007/1262 and P/2007/1263 have been withdrawn. Briefly, the applications were:

1./ Demolition and replace secure unit, demolition and replacements of extension of listed building. New 2 storey detached HMO property, refurbishment of listed building to provide discharge units and office accommodation.

2./ New build 20 bed medium secure unit in the location of the existing medium secure unit, which is to be demolished. New build 40 bed low secure unit attached to existing Grade II listed property. New build detached 2 storey unit.

We understand that alternative applications will be submitted with a reduced outline footprint, possibly to accommodate about 50% of the original application.

The consultation process will, of course, start again and all interested parties should be able to make their feelings known.

Some interesting Statistics

"Rainhill really is the place to live locally" according to the recent police information given at the Ward Meeting last night.

Some contributing factors may lie in the age profile of the village:-

Numbers of under 24 yr olds is 15% less than the town average.
Numbers of over 65's is over 25% higher than the town average.

These were the figures for Rainhill Village:-

Crime per 1000 population is 56% less than the St Helens average.

Anti Social Behaviour complaints are 57% lower than St Helens average.

RAINHILL LEADING THE WAY FORWARD

At the Full Council meeting (16th Jan 2008) Councillor Mike Doyle congratulated the residents of the borough on their positive approach to recycling particularly in Rainhill. He requested that the green bins be given to every household currently without such a facility and that the plastic pilot recycling scheme be extended to all of the borough.

Your councillors originally campaigned for the plastics to be collected in Rainhill and it has proved to be extremely successful. However, Councillor Doyle was critical of the 6 week collection delay of green bins over the Christmas period and commented, “It was a ridiculous decision to organise such a delay at a critical time”. He hoped that a lesson had been learnt and was promised it would be reviewed for next year.

Mike also recently visited the Tasker Terrace Waste Depot in the village centre for a recycling update and discovered that about 60% of delivered waste is now recycled on the site.

St Helens follows our lead...!!!

Following our long and concerted campaign over recycling issues, the council has relented and now plans to extend plastic bottle recycling to THE WHOLE OF THE BOROUGH from April this year. The St Helens Council have also had to backtrack over the GREEN BINS issue as well.

After arguing against us that there was no capacity to issue more green bins, they have reluctantly agreed to supply a further 5000 to residents who want to help with the recycling campaign. Residents will also be able to request a second black box for glass and metal containers.

Cllr Mike Doyle, who has lead the campaign, said “We told them what the residents wanted, they had to listen finally”.

Pedestrian refuge at Houghton Street

Gardeners in Rainhill are again being offered compost for free.

The give away, organised by St.Helens Council, takes place on Sunday 16th March between 11am and 4pm at Clock Face Colliery Open Space, Gorsey Lane. People attending should bring a bag with them. Spades will be provided.

Also on offer will be additional black boxes for the fortnightly kerbside collections of bottles and cans, blue bags for newspapers, magazines and junk mail and textile bags too. Supplies are limited.

Fairtade Fortnight - Help the poor to help themselves

Fairtrade Fortnight (25th Feb to 9th March) is being celebrated throughout the UK. Free taster sessions are taking place tomorrow and Thursday (4th and 6th March) in St Helens College between 11.30am and 1.30pm so why not try the products on offer. Locally there are also a number of available sources of Fairtrade products available:

An active Fairtrade Group has been set up within Rainhill Media Arts College for a couple of years now.

St James Church in the village hold Fairtrade stalls regularly.

The local Co-op in Rainhill Village Centre sell a wide range of products which include tea, coffee and chocolate as you might expect. But also bananas, sugar, honey, peanuts, flowers and even beer wine and spirits. As a special offer you can buy products during Fairtrade Fortnight for 20% less than the usual selling price.

Delays expected as sewer work begins

Temporary traffic lights will be in operation from February 11 so that urgent sewer repair work outside 615 Warrington Road in Rainhill can be carried out. The project will take seven days and motorists may experience delays.

LOCAL POLICING IN RAINHILL - CURRENT ISSUES

Councillor Mike Doyle has recently met with both Inspector Neil Kavanagh and Sergeant Neil Forsyth to ask what's being undertaken locally to help the local residents with issues of concern.

Many shoppers will have seen illegal parking on double yellow lines in the village centre. The police are aware of shop owners even parking their vans on the Warrington Road. Constable Andy Miller will be visiting the shops in the village centre and talking to the owners about this issue.

Inspector Kavanagh has said that illegal parking in the village centre will be targeted by his CSO's in the coming weeks.

Weekly police surgeries are continuing to take place in the library every Thursday between 3.30pm and 4.30pm.

On a happier note, crime figures for Rainhill over the past 12 months are WELL DOWN from previous 12 months. Theft involving cars, houses and businesses was down 23%. Anti Social Behaviour Calls to the Police was down by over 50%. The Section 30 Orders, which were in place over half of the year, helped with our youth problem and Mike has a commitment from the police that another order would be sought if it was necessary.

STONE THROWING ON THE INCREASE

We have been told of several instances recently of stone throwing towards vehicles which potential could cause very serious accidents. The police are aware of this and have told us that the Community Support Officers will be visiting our local schools and talking to the pupils and highlighting the dangers.

RAINHILL PARISH PRECEPT HELD

At the recent Parish Meeting held on Monday 28th January 2008, we voted on a NIL increase for the forthcoming year. The figures speak for themselves: in the last eight years we have been able to reduce the precept on TWO occasions and hold the precept on the remaining SIX.

The allocation to the Village Hall has been increased by 3% and the fees for use of football pitches has increased by the same amount. These pitch charges still remain 25% cheaper than those imposed by St Helens Council.

We are very proud of our financial control with your monies and a special thanks must again go to our Parish Clerk David Blanchflower.

We believe we are the "Best Value for Money" parish council in St Helens and look forward to seeing the other parish precepts to confirm that when they become available.

RAINHILL LIBRARY CELEBRATES 40 YEARS

Cllr MIKE DOYLE was amongst the guests who recently celebrated the Fortieth Anniversary of Rainhill Library. On the day there were reminiscent sessions and various artifacts of the late 60's including a original mini skirt...!!!

Several photo displays were on show to illustrate exactly what has changed (and what has not..!!) within the last 40 years. Mike cut the cake with the help of Nora Duckett, above centre, and her team of librarians.

Asked to say a few words, Mike thanked all the staff and said "The Library continues to be at the hub of the Village as evidenced by the large numbers of residents who use the facility week in week out. Keep up the Good Work..!!"

SNIPPITS - Bits and Pieces

The next WARD COMMITTEE is due to take place on Tuesday 29th January 2008 - starting at 7pm in the Village Hall. All residents most welcome.

COUNCIL TAX RATES are set to rise by a MAXIMUM of 2.5% this year following a remarkable Rate Support Grant Settlement to St Helens of 5.5%. This increase in funding by the Labour Government is most welcome and has been won chiefly by the sustained campaigning efforts of our 2 MP's Shaun Woodward and Dave Watts.

Last year with the help of local residents, we defeated the application to build a mobile telephone mast by Oak Tyres on the Warrington Road. T Mobile did appeal against that decision but the appeal has been REJECTED by Her Majesty's Inspectors.

The government has also announced an Area Based Grant of £19.637 million and a Ringfenced Grant of £19.423 million for St Helens.

At the recent Council Meeting held on Wednesday 16th January, Cllr Mike Doyle proposed a motion to the Council that all residents who want green bins be supplied with them.
He also proposed that PLASTIC RECYCLING be extended to the rest of the borough.
